First Meeting with New MayorCounty Commissioner's Race

First Georgetown Board of Selectmen Meeting with Lynn Granger, New Police Judge, and Carla Chiles, New Selectperson for Ward II

Tuesday, April 9th saw the swearing into office of new Police Judge Lynn A. Granger who replaced the controversial Koleen Brooks as a result of the recall election of April 2nd. Brooks was not present for the last Board meeting of her shortened tenure. Also sworn in was Carla Chiles who ran uncontested in the race to fill the Selectman vacancy in Ward II previously filled by Sherry McCann.

Granger’s taking of the oath of her new office drew loud cheers and long applause from a standing room only crowd at Town Hall. She spoke briefly expressing her optimism for working together with the Board and her hopes that the “healing begin.”

The meeting moved quickly to business at hand. With the exception of Selectperson Kathy Hoeft, all Board members were present. Lynn Granger was clearly learning quickly about the procedures necessary to take care of business with help as needed from Town Clerk Phyllis Mehrer.

The following resolutions and motions were passed in the BOS meeting that lasted less than 2 hours (What a relief!):

- A liquor license was approved for the retail sale of 3.2 beer at the Conoco station in town.

- A resolution was passed to allow the 12-month building moratorium to expire on 4/12/02.
(The moratorium had originally been put into place to allow time for the land use codes and zoning regulations to be adjusted as the original Comprehensive Plan for the Town had inaccurate lines drawn.)

- The 1st reading was done of the resolution regarding noise limitations on motor vehicles. After some discussion, the controversial clause addressing noise limitations on motorcycles was not put back into the resolution. A motion was passed to approve the 1st reading, pass it to a 2nd reading and public hearing. Both the 2nd reading and public hearing were scheduled for the Tuesday, May 14th meeting.
- Resolution 15, 2002 was passed regarding policy for the Town of Georgetown related to bidding for emergency repairs with no requirement for bonding.

- Resolution 16, 2002 was passed to cover the rest of the bill to get electric service for the lights of the Town sign. Clear Creek Economic Development Corporation donated $2,500 for the sign and the electric hook-up. Approximately $425 remains to be paid for the electric hook-up.

- A motion was passed to approve the appointment of Ruth Rosenfeld and Mort Stern to the John Tomay Memorial Library Board.

- Selectperson Brooke Buckley was appointed by Police Judge Granger to the Town Promotions Board, with no objection from the BOS.

- Selectperson Coralue Anderson was appointed temporarily to the Parks and Rec Board until a permanent appointment can be made.

Midway through the discussion and passing of motions and resolutions, time was allowed for Norm Stitzer, landowner and business owner / operator, to present his complaints. His presentation took about 30 minutes and focused on issues surrounding his business, Crazy Horse, and his perception of unfair treatment and harassment mostly from Mike Ingles, Town Building Inspector, and Fire Chief, Kelly Babeon. When Mr. Stitzer finished his presentation, Lynn Granger expressed concern, stating also that Kelly Babeon was now working for the County. She asked Mr. Stitzer if he would consider sitting down with her and Paul McKenna, Town Administrator, to discuss these issues in more depth. Mr. Stitzer agreed to that. Mr. McKenna said that he would contact him on Wednesday to schedule an appointment. Mr. Stitzer offered to save the 2nd 1/2 of his statement for a future public meeting.

Brief staff, Board and attorney reports were given. Marshal Dave Forristal reported that as is typical for the Spring, complaints about loose dogs in Town are on the increase.

He said that owners will be given summonses when dogs are found loose and the situation is not clearly a case of a dog or dogs accidentally getting loose. He also urged residents to lock doors of their homes and vehicles.

Our Town Attorney reported that an IGA was in process for assistance to Marshall Forristal from the Sheriff’s Office. He expressed a serious need for water conservation in town. Paul McKenna added that the need to address the water shortage was “urgent”. The attorney also mentioned that the Town’s re-codificaton was in process.

It was mentioned that Georgetown became a member this year of the Colorado Ski Towns Association. The annual dues were about $1,400.

The next BOS meeting will be on Tuesday, April 23rd, scheduled to start an hour earlier than usual - at 6:00 PM.



COUNTY COMMISSIONER RACE

One of the three Clear Creek County Commissioners is running for re-election this year, that is Chairperson Fabyan Watrous. Commissioners Robert Poirot and Jo Ann Sorensen are serving in terms that run until 2004.

Commissioner Watrous is a Democrat. There are two contenders for the Republican candidacy for this position. They are Idaho Springs Councilperson Bill Macy and Floyd Hill resident Harry Dale.

The primary election for the parties’ candidates is set for Tuesday, August 5, 2002. And the election for the commissioner position is set for Tuesday, November 5, 2002.
